The first question of Fatwa no. 16025
Q 1: To show the high status of the Qur'an, Allah (Exalted be He) says: Which (that Book with Allâh) none can touch but the purified. Is it prohibited to touch the Mus-haf (copy of the Qur'an) without having performed Wudu' (ablution)?
A: It is not permissible to touch the Mus-haf with no barrier unless the person is in a state of Taharah (ritual purification), whether of major or minor ritual impurity. The Prophet (peace be upon him) said: None should touch the Qur'an except one who is Tahir (ritually pure).
It is not permissible for a Junub (person in a state of post-sexual ritual impurity) to recite the Qur'an from a Mus-haf or by heart because the Prophet (peace be upon him) did not recite the Qur'an while he was in this state.
